Sovereign AI. From concept to implementation.

Defined a sovereign AI product and programme now being implemented with government organisations. The work connects locally controlled analysis, traceable evidence and human approval with the architecture, product boundaries and delivery plan needed for sensitive environments.

01 / CONTEXT

The situation.

Sensitive analysis requires more than access to an AI model. Organisations need control over where data resides, how evidence is handled and who has authority over consequential outputs. A specialist concept needed to become a clearly defined product and an implementable programme.

My responsibility

I translated the concept into a product scope, reference architecture and phased programme. The work connected specialist users, technical requirements and governance. The programme has since moved beyond concept into implementation with government organisations.

02 / JUDGMENT

The decisions
behind the work.

  1. Keep analysis under organisational control

    Design local AI analysis around an evidence store and controlled workflows. Deployment options include on-premises and isolated environments.

  2. Preserve evidence and human authority

    Build evidence provenance, access control and auditable workflows into the architecture, with human sign-off for critical outputs.

  3. Define the boundaries before adding capabilities

    Give different users appropriate capabilities and explicit limits on permitted use. Connect demonstrators, evaluation measures, training needs and the roadmap to a phased delivery programme.

03 / OUTCOME

What the work
made possible.

The work established the product definition, reference architecture and programme that underpin an implementation now under way with government organisations. The scope brings technical delivery and human oversight into the same operating design. Operational capabilities are being developed and validated through the implementation; this is not presented as a completed rollout.
